chore: update singer for httpd to rudolfs@osins.org — radicle.xyz

This release was made by rudolfs@osins.org.

For now, the signer will be changed. However, there should be a more scalable way for this to be done. Also added a build host field, because the checksums might differ when building on mac vs linux hosts.
