No public log when CI broker can't create a trigger message
From a user's point of view, the change just vanishes. It'd be nice if there was some public trace left.
Not sure where this would go, publically. It's something the node operator needs to fix in any case.
The CI broker produces a public report page that can include this, either on the front page or on the per-repository page of CI runs.
