The Radicle node emits a radicle::events::Event::LocalRefsAnnounced event when the local node changes due to actions by the local user, such as when they run git push or create or change a COB.

It’s be nice if the CI broker would understand those events and construct CI broker events from them. This may require the CI broker to parse the sigref commit to see what changed.
