Could have a "self test" mode — radicle-ci-broker

Some interactive elements (branch dropdowns, the user menu, the clone popover) need JavaScript. Reading repositories, issues, patches, and the docs works without it; submitting forms also works as long as you can reach them via direct links.

cib --config FILE self-test could verify that it is at least minimally functional.

it can read the configuration file
It can run a dummy adapter
it produces dummy report pages from running the dummy adapter
