Avoid duplicate creation of comments — radicle-explorer

Some interactive elements (branch dropdowns, the user menu, the clone popover) need JavaScript. Reading repositories, issues, patches, and the docs works without it; submitting forms also works as long as you can reach them via direct links.

It seems that there is a possibility to double click the comment creation button and execute the comment creation twice. We should disable the comment creation button until the creation request is done.
