Show the initial patch description under the patch title so the patch page has a stable top-level description. Hide the first revision’s separate description card to avoid duplicating the same text when the first revision is selected.

Rebase onto latest main while keeping the patch behavior the same. The patch still shows the first revision’s description under the patch title and hides that same description in the first revision card to avoid duplication.
