Add a `Install Command Line Interface` button to the menu bar — radicle-desktop

Some interactive elements (branch dropdowns, the user menu, the clone popover) need JavaScript. Reading repositories, issues, patches, and the docs works without it; submitting forms also works as long as you can reach them via direct links.

To make sure users can quickly install the CLI without having to run the install script.

Would we add it to the menu bar or somewhere in the app? I think menu bar might not be obvious enough.

I’m not sure the menu bar (top?) is the best place for this. We can also put it into the checkout/clone dropdowns, that’s when you need the CLI? Or in settings, I’ll make another issue about how settings could evolve.
