Trying to add a label or a assignee to a repo without authorization should fail earlier

Currently we allow users to start adding labels to repos they aren’t allowed to, only to fail then without any idea why it didn’t worked.

Theoretically the same would apply for assignees too?

Yes it applies also to assignees
