For me I planned to have some nodes on mobile networks and wanted someway to easily monitor the amount of data the node is using possibly rate limit it as well if it started using too much.

Unsure if there would be a use case to limit a specific repo for seeders, maybe as a form of priority for their own content over the wider content or to reduce the burden of seeding a particularly busy repo that maybe degrades the seed overall (unsure if the later could even happen).

I’d imagine there is decent crossover in the metering with 68460fc (radicle-metrics)
