Currently, there are no methods for discussing changes in the identity COB, i.e. xyz.radicle.id.

Explore adding Thread to the COB so that delegates can discuss changes within the proposal.

This would require:

• Changing the data structure itself
• Adding actions to mutate the thread, e.g., add comment, edit comment, etc.
• Present the discussion thread in the CLI
