The rad issue commands don’t show an explorer URL, like when pushing patches.

I attempted to look into this myself, but because the sync logic was separate it was a bit harder to get the nodes that were synced to. This may be simpler now that the announce logic has been unified and we can display an explorer URL for issue creation and updates.
