Allow delegates to hide a certain issue or patch from the list

Currently by deleting an issue or a patch, it’s just removed from the refs of whoever deletes it. It’s not being deleted from all namespaces.

Delegates will eventually demand a way to hide certain issues or patches from the listing, instead of only closing or archiving it.

So delete wouldn't do anything in that case anyway
Delete only deletes your own refs
We don't have a reliable way of deleting someone else's refs because they would just be re-fetched
So what you'd need is something more like "block" on the issue-level
Or a hide action on the COB that doesn't delete but hides from the list
