Reworking the Github actions led to missing builds for aarch64-unknown-linux-musl. Currently, the docker image used by dtolnay/rust-toolchain does not really support cross-compilation.

Check if dtolnay/rust-toolchain supports running the action in a specific image, e.g. messense/rust-musl-cross:aarch64-musl like before.
