Add architecture diagrams — radicle.xyz

Some interactive elements (branch dropdowns, the user menu, the clone popover) need JavaScript. Reading repositories, issues, patches, and the docs works without it; submitting forms also works as long as you can reach them via direct links.

building these required the pikchr-cli and plantuml programs. To avoid forcing them on every machine where the site is built, they're built using the new Makefile target "arch-svgs" and the resulting SVG files are stored in Git.
