Use the COB operation timestamp to add a timestamp to each Run.

This information is also output when using the rad job CLI.

For tracking how much Radicle CI is used, I would benefit from this patch in a radicle-job crate release. I would also benefit from having a timestamp for when a run finishes. I can compute the duration from there.

This is not a high priority or urgent request.
